LONDON, Jxjy 31. Eeuter's agency at. St. Petersburg reports that a mam refusing to give his name ;has foeen arrested. He "is believed to. hp an accomplice in I, de Plehve's miirder, and to have intended to make "a second attempt on M. Plehye in case the first had failed. *',After»the. explosion he hired a boat and threw a heavy. object into the_ adjoining, canal, exciting the suspicion of the boatsraan/ who caused his arrest. Divers have since recovered a bomb.
