LONDON, May 22. German critics do not anticipate the naval losses will interfere with Japan's operations or course of campaign. /• Foreigners at Tokio are. asking whether Russia, because of war, is warranted in mining the whole world's maritime fairway in the Gulf of Pechili.
The Japanese, surrounded and "routed a squadron of Russian cavalry at Wangchiotun, six miles north of Takushan on Friday. There were many Russian casualties and a Russian captain was made prisoner. There were no Japanese casualties. .It is officially stated in St. Petersburg that cavalry discovered Japanese detachments on various roads 50 kilometres from Fen'gjwangchen'g. The cavalry horses and infantry were much exhausted.
_ The preparation of the Baltic fleet is proceotlmg- with great vigour. It will probably leave in two divisions and on different routes for a secret roirdezvoui.
