The Sinking of the Varyag and Koreitz.

A correspondent of. the Paris newspaper Matin, who has interviewed the Kusaian officers on the way home from Chemulpbo. aays he has gathered the iollowiog information:— The officers declare that Captain Bayly, of the British ship Talbot, after the first attack of the Japanese on the Konetz, interviewed the ooinmander3 of the French ard Italian ships, and then called ou the commander of the Japanese squadron of C^emulpho and asked what right the Jfipinese had to attack the Konetz without declaration of war in a neutral harbour. The Japanese officer replied that perhaps it might be a mistake, whereupon Captain Bayly threatened if suck a mistake recurred during the night, " in the name of the French and Italian commanders and m my own, we will fire on any boat which fires on or aims torpedoes at the Russian vessels." The Japanese commander said, " What, pu will fire on us ?' " Certainly." "But suppose the Eussiaos begin." "I think I may guarantee that the Eussianß will not begin." The following were the terms of tha protest addressed to the Japanese by the British, French, and Italian captains at Ohemulpho :—Under the recognisedrules of international law, Chemulpho was a neutral port, and no country had the right to attack the vessels of another Power lying in that port. The Power which disobeyed international law would be solely responsible for any loss of life or damage to property resulting. They, therefore, energetically protested against such a violalion The protest was signed by Captain Bayly and the other captains.
