LONDON, May 20. ■ ' When a settlement .in the Far East occurs, "the newspaper Echode Paris states Russia has decided to mak« all the Pacific ports free for the purpose of meeting Britain's and America's objections to the occupation of Manchuria. At Yuanshikai's instance, Fsinamun, Weihasien, and Chantsun have been opened to foreign trade.
