At one time there was nothing too bad for the Premier to say about the newspapers of tho colony, but he is gradually coming round to the view that they are likely to be useful to him. One paper in particular, the Wellington Times, he uses as a sort of depot for hi* rubbish, and of late he has practiced a little ruse in regard to the columns of that journal which would not deceive a child. Whenever anything touches him "on the raw" he pretends to be interviewed, and the reply thus evokr.d is telegraphed as a " special" to the Times. In this way we learn that Mr Kinsella's remarks have struck home, and from the obscure settlement of Jluntly comes the following telegram : —lnterviewed this morning respecting the remarks made by Mr J. A. Kinsella at a dinner at the Albert Hotel, Wellington, on Wednesday night when receiving a presentation from the dairying branch of the Department of Agriculture, the Premier said Mr Kinsella had never, in the slightest degree, indicated any disappointment or dissatisfaction at being unable to carry out the work of his department on the lines prevailing when he originally took charge of the dairy service. Mr KinselJa was evidently unaware of what the Government had been doing, and the head of the department (Mr Ritchie) had evidently not taken Mr Kinsella into his confidence. The Government at last Cabinet meeting decided to obtain from Denmark one dairy expert and from Canada another at a salary of £100 each, per annum. It could not afford to give Mr Kinsella £SOO a year when it could get two experts for the salary which the Transvaal Government was giving him alone. In respect to scientific equipment of the service mentioned by Mr Kmsella. the Government, said Mr Seddon, had not seen its way to establish an elaborate and expensive dairy school at one given centre, but to obtain instructors and to have schools at the principal dairying centres. The Premier said he appreciated very much Mr Kinsella's zeal for the dairying industry and the well-being of the colony. In that respect he had been an excellent officer, but when an offer of an appointment bettering his position came, Mr Kinsella accepted it at once, and left the Government service, and left the dairy indu&try without a head for some months. The Premier feared that Mr Kinsella—judged by the attack now made—was a man with a grievance. The Government was requested to give him three months' leuve on full pay, but declined, and thought that under the 'circumstances they were dealing liberally with Mr Kinsella in giving him one month's salary, especially as by the terms of his agreement with the Transvaal Government he is receiving lialfpay from the moment he goes on board the steamer. By receiving half-pay from the Transvaal Government and three months' pay from New Zealand he would have been getting at the rate of £1200 per annum for a portion of Ms term. The first intimation tkeGovernment had of Mr Kinsella leaving the service was from the Secretary of State on behalf of the Transvaal Government. Prior to that, Mr Kinseila had evidently been in communication with someone who was looking out for an expert for the Transvaal, and as such arrangements had been proceeding, there was not that consideration shown either to the head of the Department of Agriculture or the Transvaal by"Mr Kinsella which the Government might reasonably have expected.
