For the purpose of guaianteeing that the pioposed lottery or sweepstakes shall be honestly conducted, every applicant jor a'liconss shall, beforo the issue thereof, deposit with the Public Trustee a bond, in the prescribed form, by some bank, assurAnce company, or responsible per- | son, to bo first approved of by the Public Trustee, m a sum equal to the total amount of such lottery or sweepstakes
