In order to regulate gambling a littl 6 more the Hon. Mi- ■.. Reeves has introduced; to the Legislative Assembly ' a Billintended to amend the Gaming and Lotteries Act,lßßl, by legalising 'lotterie's;?ifc is provided that (1)" No lottery or .sweepstakes shall be con- | ductei-except' pursuant to a license I granted 'by. the Colonial Secretary. (2)' The fee. for every sub-license shall be £25; (8) as a guarantee that the lottery;:" or sweepstakes shall be JioriestlyT conducted, every applicant fora -shall, before1 the issue thereof, deposit; with the Public Trustee' a'bond by some Bank, Assurance. Company, or responsible person,-"approved.of by the Public Trustee^ina sum equal to the total amount of "such lottery or sweepstake.- Each separate contribution or stake'shall be-five shillings, ten shillings, or twenty shillings; and cv.cry ticket or receipt therefor shall be'stamp'ed, under "The Stamp Act, 1882" (which for such purpose shall belmd;with.this Act), with an impressed stamp according to the following scale :—Each five-shilling ticket or receipt with a penny stamp; each ten.. shilling ticket or receipt, with a twopengy stamp; each twenty twenty-shilling ticket or receipt, with a four-pennjkstamp ; and no license shall be granted or issued unless the scheme andconditions of the proposed lottery, or sweepstakes accompany the •application, and'are approved of by the Colonial Secretary as fair and proper; each license shall apply only to the lottery or sweepstakes mentioned ...therein; all license-fees • and stamp-fees received under this Act shall be applied;" to such purposes of public charity or .utility as the Governor.; in ...Council determines. -. (In •Scotland this is what would be called: " Holding.a.candle to:the devil"). The Governorin Council may from time to time make regulations pre.scribing:—(l) The forms of licenses, bonds, and other documents under this Act: (2) the conditions subject to .-.which' every .-.license shall be granted, issued, and held; (3) the penalties, including, if he thinks fit so to 'prescribe, the forfeiture of the license, ;for the breach of any such regulation ;(4j all such other matters as he thinks necessary for the purposes of this Act.•■:"'•
