EXCITEMENT AMONG IHE PEOPLE;

All the members of the court-martial which condemned the soldier Marten, for the murder of Captain Yon Krosigk, of the Pomeranian Dragoons, have petitioned Emperor Wllinm to have the sentence of death commuted. Tho people of Germany are excited over the injustice of what is regarded as a second Dreyfus case.
