The Boer correspondent signing himself'P.S.," whose letters to The Times early in the war attracted so much attention, ■writing to the Morning Post, insists that -.clemency towards the Boers would be misplaced, and that it would be moro humane to proclaim that all still under arms in September will be outlawed and their property confiscated* and that all taking up arms later.will be hanged. •■ ... : ; ...
