AUSTRALIA'S POSTAL BILL.
[By Electric Telegraph—Copyright.] Per Press Association. Received July J9, at 9.43 a.m. Mxlboubxe, July 19. The Senate amended the Postal Bill in the direction-of retaining the present rates until revoked by the Governon-General. The Postmaster-General explains that before penny post is introduced it would be necessary to know how the revenue and expenditure stood. It would take twelve months to find this out.
