(Received October 5, at 9.20 a.m.) Hongkong, October 4. It is officially announced that in accordance with General "Waldersco's instructions the allied Admirals decided to seize Shanhaikwan. British warships were sent to demand the surrender of the toivn, the Chinese evacuating. The British flag was then.hoisfced. The other flagships of the allied fleet then entered the port and the respective allied flags were hoisted. ■ Eenewed preparations are being made for the expedition to Paotingfu. M. De Giers informed his colleagues that his Government, with other Powers, had agreed in principle to withdraw from Pekm and negotiate peace terms at Tientsin. The other Legations assert they have not received such instructions, and tha' no officials responsible for the recent massacres have 3'et been punished.
