BOROUGH COUNCIL.

LAST NIGHT.

Present— Cre Snelson. West, Walde. grave, Bush, Stewart, McNeil, S. Abra* hams, and Hawkins. An apology was read from his Worsoip the Mayor who was absent from indisposition. Or Snelson was voted to the chair on the motion of Cr Abrahams. Re letter from Chrislchurch Corporation, referring to advertising on telegraph poles. Gr McNeil .thought such a practice * would be found to be most objectionable. He moved that this Council entirely objects to the Government making the telegraph p^les an advertising medium. Cr Hawkins seconded the motion. Cr Bush thought it a great piece of . presumption on the part of the Council to dictate to the Government what they . should do on their own property. Crs Waldegraye, West, Stewart, and Bush voted against, and Crs Hawkins, Abrahams, Snelson, and McNeil for the motion. It was declared carried on tht • casting vote of the chairman. '■ Re Mr Larebmb's application for permission to erect < posts for telephonic communication m the streets alongside - the- kerbins: within the Borough. ! Gr West moved that the application be granted. Cr Abrahams seconded the motion, which was corried. The work to be done subject to the supervision of the Public "Works Committee. Re J. P. Armstrong's letter, m reference to the extension of levels at the rifle butts, statins: he had finished such as were indespensably required and suggesting that the remainder should be left over. Cr McNeil said he did not understand the letter. Cr Abrahams considered that it would not be right for the Council to accept^ any proposition of the kind proposed, and he would therefore propose that the "matter be referred to the Public Work* Committee. • Cr Stewart thought it should lie on the table till next meeting, and that the papers should be allowed to ventilate the ■ matter m the meantime. ' Cr Snelson thought it hardly fair tp make use of the papers m this way, Cr Bush said he considered that the pubiic should know all about it. Cr Snelson said they no doubt would if Cr Bush took it m hand. The motion was put and carried, a report to be laid before the Council by-' next sitting. Messrs Linton, Leary (2), and Park applied through Mr Hankinc, to be permitted to make a private right of way at the rear of their premises from Main to Church-street. Cr Abrahams considered that it ougit not -to be granted, as the Council had already refused a somewhat similar request m the matter of Mr Cleland's application, and they should not make any di«- J tinction. Qr West moved that the applica* tion be granted m terms of the letter received. . Seconded by Cr Hawkinp. Cr McNeil moved as an amendment, that this Council take no notice of the application, thinking they could do M they liked with their own property. Seconded by Cr Stewart. Cr Abrahams remarked that it ought to be included m the motion that the applicants should make crossings at each end of the pass at^their own expense. - ,Cr McNeil said that he entirely disagreed with the motion. They did not' want any Maori Ro\vg m Paltnerston ■ (laughter'). The speaker said he never went into any low place, so they might laugh. The amendment was declared lost, onjy the mover and seconder voting for it. Letter from the Borough Solicitor re Gas Works read. The Chairman informed the Council of the proceedings of the meeting held on Monday- last, particulars of which have already appeared m the Standaed. The draft of agreement was then read. He did not understand • professional gentleman talking as Cr Hawkins had'done. Cr McNeil thought they had better ; leave the question of site over; that could be easily arranged subsequently by the Council; : . Cr Abrahams moved that the site ba approved by the Council previous to erectien of works. Seconded by Cr Waldegrave and oar*, ried. Regarding the question of satisfactory progress, it was resolved on the motion ■of Cr Hawkins that the following alteration be inserted m the agreement :— That this agreement shall be m fore* for three months from date, and that unless progress is made to the satisfaction of the Council that it shall then become void and of no further effect. Reason-' able progress .to mean the registering the Company and having it formed. ' ' '• On the motion of Cr West, seconded by Cr Abrahams, it was resolved that concessions for the erection of gas worksbe granted to Mr Boston on the basis of the articles of agreement as proponed by Mr Atkinson, and amended by the Council and the Council's Solicitor, provided all legal costs incurred by th* Council be paid by the company. ' x - Cr Hawkins moved and Cr Abraham! seconded — That Crs Waldegrave and Snelson be appointed to sign the necessary documents on bshalf of the Council. Re Evans' application for consideration of Council, he having lost 25* worth of butter at the time of the Fitzherbert Bridge fire. Cr Stewart said he did not like to be hard on any man, but he thought it mi a " try on." Other Crs expressed themselves m the same strain, and it was decided to acknowledge the letter and state that the Council had no power to do anything m the matter. Various repairs to pound were reported by poundkeeper to be required. Cr Stewart moved that the same be attended to by the Public Workg Com> miltee. Cr West dtew attention to the fact of the large amount impounded during the illness of the ranger. Cr Snelson read a memo made by the ranger deputing Mr MoKenzie to act for him subject to the)approval of Council. The document was countersigned by the Mayor. Cr Stewart thought that the whole thing had been illceally carried out ; there really was no rantrer. The document just read was a farce. The Council had not appointed any deputy and the cattle impounded during the time the time the ranger was laid up were done illegally. Cr Abrahams proposed that the appointment ot Alex McKenzie be confirmed. Seconded by Cr McNeil, and carried. Cr Abrahams proposed that rh« sum of £36 4s 5d be paid to the Fire Brigade and the plant be handed over to the Council. - Seconded by Or Stewart, and earned. •:
