Snuff or tobacco, unless in ships of forty tons burden at least, and in whole and complete packages, each containing not less than sixty pounds nett weight, and not containing any other goods, and unless into such ports as may he approved by the Governor for the importation of tobacco. Cigars, unless in ships of forty tons burden at least, and in packages containing not less than sixty pounds nett weight, or not less than ten thousand in number each, and not containing any other goods ; and unless into such ports as are or may be approved as last aforesaid. Opium, unless in ships of forty tons burden at least, and in whole and complete packages, each containing not less than forty-five pounds nett weight ; and not containing any other goods, and unless into such ports as are or may be approved by the Governor for the importation and warehousing of opium.
