On the House assembling on Tuesday, Bastings explained the negotiations that had resulted in the formation of a Government by himself, and asked the Council to give the Government a fair and impartial trial. The Government thought that education claimed the serious consideration of both sides ;. and, with reference to the Ordinance already before the House, it was not the intention of the Government to go on with it. If there was to be any education tax at all, it should be a general one. It would be the duty of the Government during the recess to consider the matter, with a view to creating an Education Board, or corporate body, with power to borrow money on the educational estate—such moneys to go towards extending the school system and building new schools ; salaries, &c, to come out of ordinary revenue..Was the intention of the Government to. bring down resolutions following up those of last year,- requesting the Assembly to grant a loan for railways ; also to ask for an extension of the area to be taken up under deferred payments. Would be necessary to rearrange the Estimates, and those, as remodelled would be brought down on Thursday or Friday, when the Government would be prepared to go into Committee of Supply. —Menzies explained that, had he been present on Tuesday, he would have voted with the minority;—Turton immediately, raised a question as to the legality of the constitution of the Executive, stating it was not legal.— Bastings promised, if necessary, to amend the Ordinance.- -ileid delivered a cutting speech. If there ever was an unholy alliance, it was the present Government. The members for Dunedin and country knew that there had been string pulling. He twitted the Government with having obtained their seats under false pretences. He defied them to come down with, a direct, and general education tax,' and in vigorous language expressed his intention at a convenient time of exposing the condition of affairs when he entered office, and of proving that' statements so broadly circulated about himself were utterly fallacious and groundless.—Lumsden, having charged the Government with logrolling, Green repelled the charge with much indignation.—The other speakers were MacKellar, Moody, and Wood.—Before the House adjourned till 7 p.m., Steward gave notice of his intention to bring in a vote of no confidence in the Government as at pre- - sent 3onstituted. Per Otago, at the Bluff : :.. ' LONDON. May 14. During the recent alarm in Europe, England sent a note to Germany, expressing a very decisive opinion regarding the maintenance of peace. LATER PROVINCIAL. A reported rich reef ha 3 been struck in 1 the Waipori township. The 'Times' of yesterday morning says' that four weeks will see the Chain Hills tunnel completed, as there 400 feet to go. The * Star' of yesterday says the week ought to see it through; but there "is much speculation whether the drives meet. A lad named Patrick Knnerty was tilled on, the Winton line ; and a laborer named Johh Kelley on" the Awanioko railway. . All the papers condemn Steward's hastiness. The ' Guardian' is very severe—changing Tivm' with audacity,, begotten of ignorance; and asks why should the Province have confidence' in Steward, who is always sitting on a rail; waiting for a chance. Steward withdrew his no-confidence motion: Reid and Turnbull spoke .against his action; saying it was hasty, and Government should have opportunity of bringing down their Estimates.

This they will do on Monday—till .when' the Council adjourned. At the Colonial Bank meeting, power was given to the directors to floe,*; £50,000 worth of shares in London. A. W Morris goes Home to manage the London agency.
