THE DAIRY COMMISSION.

A MASTERLY AND COMPREHENSIVE REPORT. Whatever opinion may bo formed of the recommendations made by the Dairy Commission' all parties and all interests must agree that the Commission has done its work thoroughly and has produced a masterly report (says the Wellington Post). The report is so comprehensive and so closely packed with valuable information that it would be hasty to offer an opinion on the more important recommendations without careful .study of the facts and arguments on which they are based. From a first examination, however, it is clear that the Commission has recognised the paramount importance of two factors: quality in production and organisation for both production and marketing. It has not attempted to find a single miraculous solution and has, indeed, rejected the short-cut of guaranteed prices which has lately been submitted from onequarter as the cure for all ills. The numerous proposals made for reestablishing the prosperity of the industry all relate to the main aims: quality and organised efficiency. Each aim has been followed through to present a complete system. For example, in relation to finance, which is one of the foundations of efficiency, the Commission has prepared a scheme for a Rural Mortgage Corporation. The idea is similar to that presented by the Budget, the Monetary Committee and the Farmers’ Union, but the Commission has worked out the details of its plan so far that a considered judgment of its merits may be given. Concerning quality, it has proposed additional machinery for raising standards and ensuring that low-standard methods shall not drag down the general level of quality. Parts of the report, even important parts, may not be adopted; but the Commission has done the heavy wo ilk of bringing forward a comprehensive scheme. Even though this may subsequently be altered in parts, the Commission will have earned the gratitude of the industry, and the country for having so thoroughly prepared the way for improvement.
