Sir Joseph Ward, in a speech at Waikawa, said in regard to immigration that men who satisfied the High Commissioner that they possessed enough money and other attributes to make them desirable settlers, were assisted to the extent of a grant ot towards their passage money to New Zealand, but there was nothing in the nature of canvassing for immigrants, He was entirely against taking any of the unemployed from any neighbouring country.
