LABOUR ON THE RAND. At a conference between the Rand mining loaders and Mr Chamberlain a proposal was made by Mr Chamberlain that the Government should import five thousand English navvies, on condition of the mines engaging a similar number at 4s a day, besides their keep. The Government navvies would go to the railway works, thus releasing natives for employment in the mines. The Baud leaders doubted the willingness of the shareholders to try the experiment. Mr Chamberlain promised to recommend the Foreign Office to open Uganda and all other British African provinces, excepting Nairobi, for recruiting natives. A LAND, SYNDICATE. The trustees of the Rhodes estate, the firm of -Worn her, Beit and Go., and Mr Abe Bailey, the well-known Johannesburg millionaire, have provided £33,000 for the establishment of an Agricultural College in connection with irrigation works at Oolesberg, in Northern Cape Colony. A hundred and forty thousand acres have been acquired in Orange River Colony. The idea is to bring sixteen thousand of those under cultivation, thereby providing a living for a thousand settlers and their families. All profits above 5 per cent are to be devoted to the requirements of the settlers. THE HIGH COMMISSIONERSHIP. The Johannesburg correspondent of the Daily Express says it is stated officially that the Marquis of Linlithgow:—formerly (as Lord Hopetoun) Governor-General of the Australian Commonwealth—will be Lord Milner’s ultimate successor as High Commissioner in South Africa.
