Revolt in Finland.
An anti-Russian movement has lately been in progress in Finland, the province of Russia to the northwest of the capital, and it has now grown to such an extent that open rebellion is threatened. The Finlanders have openly declined to enter upon military service beyond the borders of their own country, The Czar is conferring with his advisers on the subject.
