— w England and France. Latest indications show a decided backing down on the part of tbe French Ministry in their belief tbat England would aocept a loophole of escape over the Fashoda incident. It is believed in Frencb semiofficial circles that France rode for a fall. Baron de Courcel was given as long a tether as was allowable subsequently to his recall. . Baratier, the messenger from Major Marchand, has been made an officer of the Legion of Honour. A resolution of confidence in the French Ministry has been ' rejeoted by 286 to 250. The French newspapers, commenting on the Yellow Book, refer exultingly to what they term Lord Salisbury's pitiful exhibition, . and his inability to oppose the diplomatic skill of M. Delcasse (the Minister for Foreign Affairs) and Baron de Courcel. Tbe Blue Book shows that Lord Salisbury in his negotiations with Baron de . Courcel unflinchingly claimed the whole Nile Valley, and that the British and Egyptian authorities require Major Marchaud's withdrawal to the watershed of the Bahr-el-Ghazal. Major Marchand informed General Kitchener afe Fashoda that he waß confident that he would be recalled when his position beoame known in France. He admitted that he was unable either to resist the Dervishes or to retire westward. Lloyds is insuring against war at 20 guineas per cent.
