A deputation from the Associated Chambers of Commerce waited on Lord Salisbury and urged him to' take adequate measures for proteoting and developing British trade with China. Lord Salisbury said the rights of Britain under the Tientsin treaty will be maintained. State promo tion of railways outside British territory in China was a grave change of policy. He preferred that the lines should be constructed by private enterprise. The Times expresses the view that Foreign Office might pat efficient prassure upon China, as other Powers have done, to secure concessions for railway construction. Sir Matthew White Bidley, Home Secretary, intends to release the Irish dynamitards of 1883 at the expiration of 15 years of their sentences.
