„ • ' The usual monthly meeting of the above Council was held at the Library buildings yesterday at 2 p.m. Present— The Mayor (G. Nye), Crs McMillan, Startup, Ahem, Stansell and Williams. - The minutes of the last meeting were read . and confirmed. The following correspondence was read. INWARDS. Col. Secretary, forwarding copy of Bill proposed to be introduced into Parliament. The Bill relates to Local Bodies Accounts. Land and Income Tax Department stating copies of values of properties had been sent to the Borough office. Begistrar's General Department asking for certain information. Manawatu Comity Council applying for the payment of £19 4s 6d being one sixth share of the amount paid to Horowhenua County Council. A letter from certain ratepayers drawing attention to the dangerous state of the Avenue road. - ': C. Honore noticing foul smell from yard by footpath from Ma|n street to hall where pigs are kept. A petitioner from ratepayers asking for lamp in Avenue near Thomas Westwood's house. . . . The Council took into consideration Mr Honore's letter re pig nuisance. Cr. Startup said he acted as agent for Mrs Whyte, and he had no notice of objection from the tenant who occupied a cottage adjoining. The Mayor said that many people had complained of the nuisance to him, and he had told them that they must put their objection in writing. Cr Williams said they had to choose the least of two evils— which was better, for Mr Stansell to keep pigs, or to throw his kitchen refuse into the yard ? There was no offensive smell. He thought the pigs were no nuisance. If the Inspector of Nuisances had brought the matter forward they would have had to take notice. The Inspector said that MrThompson had complained, Cr Startup said that he was his tenant and he believed that he wanted to have more smell, as he wanted to cut a back door into the yard, and Cr Stansell had refused fco allow him to do so. Cr McMillan said that there was no smell from the pigs. The Mayor said that there were complaints as to the dirty state of some of the closets in town. The Town Clerk thought it would be as well to appoint the Constable Inspector of Nuisances. Cr Williams did not agree with this as the Inspector had only been gazetted a few months ago. The Mayor believed the public would be better served by having the constable as Inspector* ■■■'- Cr Startup thought the Inspector " should poke his nose " into the nuisances mentioned by the Mayor, instruct the occupier to clear the same or take legal steps within seven days. Proposed by Cr McMillan, seconded by Cr Williams, That tenders be called for a ranger, tenders to be in by noon on Monday next, the llth inst, and that 'a committee composed of the Mayor, Councillors WilUamsand Stansell be formed to accept same. ••? *>.?; Ci- Stansell said that the £17 paid to' the ranger riiadfe the Council £9 out of pocket and that ifc would be better to let the ranging by fees only. At present some people have their cattle always on the road, others have them run in if they only looked over the fence. The Mayor said that he believed the ranger had always acted fairly. It must be remembered that there was a great diflerence in the tenders this year. Cr Williams would object to any such way of letting the ranging It was just such a way to get favouritism shown. The ranger would need to make his salary some way, and it would be necessary to keep a ; sharp look out. Cr McMillan referred to Cr Stansell's accusation against the ranger, : when he stated that Bradcock had been charged too much. Cr Startup moved as an amendment, and Cr Stansell seconded, That tenders be called for the right of ranging for the next 12 months, and fchafc the ranger have the right of driving fees. Cr Williams said that Cr Startup had no right to say that the Council • had discharged the ranger. On the amendment being put the Council divided. Ayes: Startup, Ahem and Stansell. Noes : Wil ■ Hams, McMillan and Nye. -The Mayor gave a deciding vote against the amendment. On the amendment being declared lost Cr Stansell said fchafc as there was nofc a full meeting he thought the matter should not be dealt wifch. Then Crs Stansell, Ahem and Startup left the room. The Mayor finding there was no quorum closed the meeting.
