UNPRODUCTIVE LANDS
IDLING TO BE DISCOURAGED.

WELLINGTON, Aug. 4
The Prime Minister spoke quite candidly to-day about the necessity of preventing large areas of unimproved lands being allowed to be idle awaiting increased values, lie hoped before tho session ended to bring in legislation dealing with lands held by speculators and allowed to lie idle. He contended that the incrcr.se in the land tax was too small, because ol the extent of the subdivision, which was a record last year.
Mr Wili'ord: "Subdivision without settlement."
Mr Massey: "A distinction without a, difference. In lo cases out of 20 there is settlement .too/
