AMERICAN RUSSIAN POLICY.
NEW YORK, Aug. 1. It is understood that the United States' Note to Japan regarding Saghalin, reaffirmed America's policy regarding Russia, and pointed out that the United States.believed that none of Russia's former Allies would take advantage of the present plight of Russia by occupying her territory.
