NEW PROPOSALS OFFERED.

LONDON, July 14. The new Russian proposals include an offer to restore the confiscated factories to their legal owners and to permit the latter, including many British, to' re-enter Russia and istart afresh.

The Moscow executive pleads that the Bolshevist invasion of Persia was undertaken without its consent, but the British Government is unlikely to accept the excuse, and will require specific* assurances.
