BELIEF THAT GERMANY WILL SIGN.
(Received July 16, 9.50 a.m.) " SPA, July 15. There is a widespread belief that the Germans will accept the situation, it is believed that Herr Stinnes advises tho acceptance' of tho terms on the ground that the occupation of Ruhr would be fatal to Ge?l---n any. Herr Stinnes says that the Germans should sign and then tell the Reichstag that they were forced to do .so, as at Versailles. Thereafter they would probably resign.
