Sir, —I notice that the Borough Council has turned down the proposal to apuoint a clerk of works. Tire argument that the Borough Engineer "can do the _ necessary supervision is all moonshine. No man can bo in two places at once, and, therefore the engineer .cannot bo supervising some miles away the construction of the dam, the laying and jointing of the pipes and be attending to his duties as Town Clerk at the one time. The folly of combining the duties of Borough Engineer—especially without the promised advertisement for an engineer—and Town Clerk is emphasised by the absence of a competent clerk of works. "Whoever heard of siteh a work as the one in question being carried out without continuous' inspection? A ■ faulty joint or'a-badly-constructed dam will probably menn some day_ more expense and great inconvenience. Do you not think, Mr Editor, that till We get this water and drainage scheme off our hands and off our minds, it is madness to go in. for I ;y d i'o-ele cirie ity ?
