MISLED BY THE GOVERNMENT.
(Received April 8, 0.30 a.m.) LONDON, April 7. The Berlin press generally had been instructed to refer to the Ruhr measures as merely police action. Therefore the majority of the public Avere totally unprepared for the sudden military situation. It relied on the Government's assurances that immediate measures were indispensable for the restoration ©f order, and believes that the French action endangers the republic.
