HERR NOSKE'S OPINION OF
AMERICA,
NEW YORK, Nov. 21. The New York Times's Berlin correspondent interviewed Herr Noske, Avho said: "Nothing would strengthen, our Government more than if the Entente would show that we might obtain a mitigation of the joace conditions. The new Germany intends winning a position without the use of cannons, but by honest vork. The Amereans, after helping to destroy us, ara not watching the proceedings with their hands in their pockets. I believe we Avould c^ ertop them if allowed to continue with the present forces under my command until April. A preliminary condition would be that France should not invade Germany. What is needed is an exchange of views between foreign statesmen and om ¥- selves. Our political life has undergone a complete change. Germany is governed by decent, honest Democrate. We are bent on a straight-. forward, conciliatory course."
