LONDON, Nov. 22. The tendency towards Imperial devolution was evidenced by two -announcements in the. House of Commons tiorduy. Sir L. S. Am cry stated tiliat Malta would--receive home rule in 1921 in purely local affairs, but tho naval and military services would be> under the Imperial authorities.
