WASHINGTON, Nov. 19. Senator Lodge predicted that the Senate would riot obey President Wilson's order. The Senate had equal power and responsibility "with the President..^ Therefore, it intended to ihave a safe Americanised Trtaty passed, whatever the '* President thought.
