In.the House of Commons, in opening the debate'on the> Russian policy. Sir Donald Maclean ..urged that Russia should be left to work out her own-salvation. He;'declared that the policy of intervention had failed, and that'the Bolsheviks were-• stronger than* ever. He also expressed the opinion that a spirit of resentment over foreign interference was awaken, ing in Russia, and the policy should be idevised accordingly. He* emphasised the point that the :.Empire's future in India arid'the Rastidependeid largely on whether Britain was able to pursue her mission there , peacefully. Lord Robert Cecil said ' that it would be f^difficult to exaggerate the gravity .of the international situation 'iti Europe at the present time. The reservations of .the United States ■ Senate, .which hdd been provisionally accepted, were so extensile as almost to amount to the United States' revpiidiation of the Covenant, which also meant repudiation of the Peace ■ Treaty.
