Mr iE.H. Penny, the, Reform candidate,, addressed a well-attended and appreciative audience at Havelock last Mr. W--H.'Smith occupied, the chair, and the speaker elaborated his programme of a 'constructive policy of closer land settlemerit, ;dr aside revision /of the tariff in the fdirection. of .easing! the burdens on the people, arid the pursuance of a policy of thorough development of our educational system'in its various aspects. Referring to railways and reads, Mr Penny advocated the adoption of a, national road policy, the State making and maintaining the main roads, the • duty of by-roads upkeep devolving on, local bodies. Several questions on labor in mines, referenda a on-conscription, and the status of conseentious objectors were smsiwered with a frankness that captured the audience. : A vote of thanks, moved by Mr ...
