SECOND DIVISION AND ESSENTIAL MEN.

EFFICIENCY BOARD'S JDEAS

At a conference with the Council or the Auckland Chamber of Commerce., Mr J. H. Gunson, the Auckland member of the Efficiency Board speaking of the calling U p of the .Second Division, said that the board reahsod that it would nc.t be sufficient to classify industries and occu-

pations only—it must classify also the essential men in these industries and occupations. The board could have no regard to the individual, or to the individual interests of firms or companies. He understood the Chamber to be anxious that there should be no undue interference with business by the withdrawal of essential men in the industries concerned. T3iat was: the principle on which the board 'voulci proceed with its classification, )>ut i'o could not go into oases of essential men in unessential industries. The fundamentals of the board's proposals were:—

Firstly, that the interests of the State were the primary factor. Secondly, that the interests of the individual could not determine his claim, and . the question of undue damage to business must determine whether the men were to be exempted.

The council resolved approving the board's scheme as outlined, and re-, commendations on similar lines are to be forwarded to the Prime Minister.
