TOKTO, June 30
In the Diet the Foreign Minister said that he was hopeful regarding Russia. He stated that after the runt ure with Germany China asked for concessions as a preliminary to a declaration of war against Germany, but Japan was unable to ar-t Avithout full agreement with the Allies. He hoped that China would soon solve her intorc.il difficulties and declare war on Germany, thus ending the Geiman intrigues to which much of <he mispf.tlcm.ent in China was due.
