Theodor Noldeke, the Orientalist and jurist, in an article in the Cologne Gazetto referring to the Dacia, is doubtful whether the change of flag dan be recognised. Gorman law and the German prize regulations provide that a change of flag must not he recognised by Gorman warships if the commander is convinced that the transfer would not have taken place without the outbreak of war.
