petition of which after the loss of the Aboukir and Gressy was thought to (i be impossible. In both' cases the ! ships were sent into waters infested by submarines, and they were unprotected by destroyers. Tlho I efficacy of such protection is shown ■ by the fact that submarines were un- ' able to injure the British squadron on the Belgian coast. It was un- ' pardonable that officers and crews should be so exposed.
