[Prebs Association.} (Received Jan. 13, 11.15 p.m.) WASHINGTON, Jan. 13. The House ol Representatives, by 204 to 174, refused 't& submit an amendment of the Federal Constitution enfranchising women. The debate created enormous interest! Women's organisations invaded the Oapitol ha crowds. It was hoped to establish suffrage throughout the States instead of working for its adoption in individual States.
