And to make an Annual Recurring; i Special Rate of live-sixteenths of a penny in the pound on the unimproved value of all ratable property, in the said Borough as security for the interest and sinking fund in" connection with such loan. The term of the loan to be thirty-six and one-half years, and the loan is to be repaid by half-yearly instalments ia respect jof principal and interest. It is proi posed to pay out of the loan moneys the cost of raising the loan and the first year's interest and sinking fund on the loan, and a sum not exceeding " one hundred pounds for preliminary; expenses in connection with . the pur-, Dose for which the loan is raised.
