The Congress is discussing the Congo' and Pritumayo. * Lord Selborne advocated that if a native of '30 years of age was.living a civilised.'life he should be given the franchise and all a civilised man's ■privileges. A group of those unfit to 'vote should'be entitled at intervals to meet the for Native Affairs .■■and declare their wants publicly.
