INTERNATIONAL SUFFRAGE CONGRESS.
BUDAPEST, June 16. The International Women's Suffrage Congress has opened. The Congress declined to express an opinion favorable to or condemnatory of militancy, but a resolution added that red revolution was never construed into an argument against men's suffrage.
