M. POINCARE'S PROPOSALS.

Poincare proposed recognition afc political and administrative •changes in the parts occupied by the allies, the retention, of the Sultans sovereignty in Constantinople and surrpundingj"egion, and the summoning: of a European conference, to wnich the Balkan States will be invited . ' _ Pourparlers with the Powers are proceeding on the basis of, M. care's proposals, and they are likely to be expedited by the Porte's application aiming at a cessation of hostilities. Mr Asquith has announced that the cruiser Wey mouth had arrived at Besika Bay, and is going to Constantinople. Sir Gerard Lowther, British Ambassador, has detained the steamer City of Chios in case of British residents being "endangered, jßnd arrangements are being made for a second steamer and also tor a sedopd warship at Salonika.
