THE UNIONIST REFORMS
(Received March 20, 11.15 p.m.) LONDON, March 20. Lord Selborne, at Winchester, sketched the reforms approved by the Unionist loaders. These embrace a moderate form of the House of Lords, with an arrangement for ending deadlocks by means of informal conferences. If these were insufficient the Lords and the Commons would sit and vote together. The referendum would be utilised in cases of grave import, such an Home Rule.
