Dr Clifford, of Westhourne Part Church, said the pronouncement® introduced a new; factor into the International , situation. Hitherto the ideal had been never to fight unless there previously ' had been arbitration; now the ideal .was to .arbitrate and never to fight.
After Dr Horton's address at Lyndhurst Road Congregational Church, Hampstead, the congregation rose to their feet to signify assent and then sank to their knees while a "prayer was offered for the success of Sir Edward Grey's proposals. Mr Gibson Bowles, speaking at Bath, feared the world would regard the treaty as an offensive and defensive alliance of the Anglo-Saxons, in order to dominate the world. It would thus, lead, not to peace, but to war.
