[PHESS ASSOCIATION.] (Received March. 18, 1.10 a.m.) WASHINGTON, March 17. Madero, the insurgents' leader at El Paso, declares that the rebellion will not be ended till President Diaz agrees to a new Presidential election, and grants political reforms and changes in the land laws.
