SIR J. G. WARD'S PROPOSAL
DISCUSSION PREMATURE.

LONDON, March 16. Mr McKenna, First Lord of the Admiralty, replying to Mr Norton CJriflith, Unionist Member for Wed<desbury, said it was premature to discuss Sir JosepTi Ward's proposal, wMch would be* more properly reserved for the Imperial Conference. Questioned l)y Mr Neville, Unionist Member for Wigan, as to whether the Government approved of Lord Chelmsford's refusal to remove the deadlock in Queensland in 1907 by swamping the Upper House, on the ground that the .question should be submitted to a General Election, Mr Harcourt, Secretary of S^ate for the Colonies, refused to reply, saying that he did not think the House of Commons was entitled to Lord Chelmsford's confidential communications.
