MAKES THE SITUATION BRIGHTER.

Divergent opinions are expressed regarding the passage in Sir Edward Orel's speech which that Mr TaEra's proposal for an Arbitration treaty would probably lead. to> a further agreement of mutual help an case one of the signatories had a quarrel with a third whb refused to submit the issue to arbitration. The Washington correspondent of The Times declares that the latter suggestion is an academic and pious -wish. Had it been less obviously so, It would Tiave prejudiced the tran*Atlantic prospects of Mr Taft's original proposal. As the matter stan<Ss the speech 'tended to make the situation brighter.
