SYDNEY, March 15. Admiral Henderson's report is recognised that the recommendatons are liighly important, but the enormous cost wnl be the stumbling Federal Ministers are reticent. Mr Pearce says that the Government have already made a start by appointing a Naval Board to deal with' the other points as they arise.
