Penalties.—Flat Races: The winner of any flat race after declaration of weights to carry a penalty of 71bs.; and of any additional race or races a further penalty of 51bs. Definition of a Hack.—A Hack is a horse that has not won a race of the value of 100 soys., or races of tb« collective value of 250 soys. up to the date of nomination.
