THE AMENDMENT CARRIED.

(Received March 15, 0.15 a.m.)

LONDON, March 14. Sir Edward Grey eulogised Mr Taft's speech on arbitration. He added that the agreement to refer everything to arbitration might entail some risk and, as Mr Taft remarked, some sacrifice of national pride. "Great Britain would be delighted to receive such a sweeping proposal," he said, "but I should feel it so momentous and so farreaching in its possible consequences as to require the signature of both Governments and the deliberate and decided sanction of Parliament, and that I believe could be obtained." (Tremendous cheering). Sir Edward concluded by accepting Mr Joseph King's amendment, which was carried by 276 to 56.

The amendment, which was cabled on March 13th, advocated the simultaneous international restriction of warlike preparations.
