MR BRYCE EXPLAINS
IMPOSSIBLE TO RESTRICT THE AGREEMENT.
[press association.] (Received-March-9, 11.20 p.m.) LONDON, Slarch 9. . A White Paper has.been published at the .Foreign Office, in which .the Hon. Mr. Bryce states that the negotiations between .Canada and the United States were extremely involving. When it 'became apparent that it would be impossible to restrict the agreement to natural products, and that the manufacturers .would be .included, hes pointed' out to Mr Fielding that the extension might involve consequences not altogether desirable, by reducing or removing, British preference.
Mr Fielding replied that "his party intended to . maintain preference.
i Mr Bryce adds: "As at present advised 1 am disposed to believe that "British "interests will not appreciably be prejudiced." He states that he lost no opportunity v during the negotiations df reminding "Uana/dian Ministers of the regard which it was right and fitting they should "have for Imperial interests, while doing the best for Canada. Such reminders always found a frank and cordial response. Where the a-rrange-ment oversteps the limit of natural products, it was probably influenced by the Uniteo? States', traditional policy for promoting closer economic relations between the States of the Western Hemisphere. Such a policy ,was not checked by the rapidly growing national consciousness of those States. ; In neither Canada nor the "Republics of TLatin America, where the "United States sought to extend the Pan-ArvTerican propaganda, is there any likelihood of freer interchange of commodities leading, to closer political relations.
